Founder of Neighborhood Housing Services, Inc. in 1981. Served as Executive Director of the organization for 17 years, managing its growth from a small neighborhood revitalization effort to a state-wide agency with programs ranging from homeless intervention to homeownership. Left NHS in 1998 to accept a position as a Community Builder and Idaho Field Office Director with The Department of Housing and Urban Development. Retired in 2006; Returned to NHS in 2008, to assist with the rebuilding of the organization. Twenty-five years active involvement in creating solutions for Idaho's affordable housing needs.

Ericka is Program Manager for the Idaho Department of Health and Welfare's Temporary Assistance for Needy Families program. Prior to joining the department, she worked as a close partner to the state's temporary assistance program, serving as Associate Director of Catholic Charities of Idaho and with the Community Action Agencies in North Idaho as the Community Services Director for almost six years.

Ericka has a Master's Degree in Family and Consumer Sciences from the University of Idaho and is passionate about working to end poverty in Idaho.

A member of the Northwest Integrity Housing Co. Board of Directors since 2011, JoAnn has superlative expertise in real estate, zoning, land use planning, appellate practice and administrative law.

JoAnn provides legal counsel in real estate, land use and commercial law for the Spink Butler law firm in Boise, Idaho. She works with developers and local governments to guide commercial and mixed-use developments through planning, annexation, zoning, development agreement, owner association and environmental procedures through final project completion.

A member of multiple bar associations, the Urban Land Institute and the American Planning Association, JoAnn has been named three times as Best Lawyers® Boise Real Estate Lawyer of the Year.

JoAnn graduated from the State University of New York College at Buffalo and Chicago-Kent College of Law. She also holds her Masters in Geography from the University of Natal in the Republic of South Africa.

Tom is a Director of Northwest Integrity Housing Co. He is also President, CEO and Co-Owner of Thomas Development Co., a Boise, Idaho-based real estate development company, and Thomas Investments Limited Partnership, a family-held real estate investment entity.

Along with Co-Director Barbara Mannschreck, Tom is primarily responsible for providing the Northwest Integrity Housing Co. Board of Directors with information on proposed developments so the Board can make informed decisions that achieve affordable housing opportunities throughout NIHC's service area.

Prior to founding Thomas Development Co. in 1990, Tom was a partner, member of the Board of Directors and Chairman of the Business Practice Group of a large Boise, Idaho law firm. His practice focused on business transactions, financial institution representation and real estate transactions.

An active member of his community, Tom has served as Vice President of the Greater Boise Chamber of Commerce, President of Leadership Boise, President of the Board for Capital City Development Corp., a member of the Special Task Force on Affordable Work Force Housing in Downtown Boise and has been on the Board of Directors for the Bogus Basin Ski Education Foundation. He is also deeply involved with numerous activities at his church, including co-chairing a recently-completed capital campaign.

Tom is a graduate of the University of Idaho, summa cum laude in Business and Economics, and the University of Santa Clara School of Law.

Barbara is a Director at Northwest Integrity Housing Co. and is Co-Owner of Thomas Development Co. where she has also served as Chief Administrative Officer since its inception in 1990. Her responsibilities include oversight of all personnel and establishing and maintaining office procedures. Barbara is also the Asset Manager for Thomas Development's portfolio, working closely with property management companies to ensure compliance and performance of the properties.

Throughout the course of Thomas Development Co.'s growth, Barbara has handled a variety of responsibilities, including key liaison between a property management company acquired by Thomas Development Co., preparation of tax credit and financing applications, coordination of closings with lenders, syndicators, accountants and attorneys on partnership and loan transactions, construction billing and loan administration.

Prior to Thomas Development Co., Barbara worked as a Legal Secretary at a large Boise, Idaho law firm.

Barbara has achieved the Institute of Real Estate Management ARM designation and Certified Credit Compliance Professional (C3P) and obtained a certification from the Palo Alto Legal Secretary Course.

Mark brings an extensive background in business management, sales and media to the Northwest Integrity Housing Co. Board of Directors. He has worked, managed, operated and owned radio stations throughout the Pacific Northwest for more than 40 years.

Mark has been involved in raising hundreds of thousands of dollars for charities including the Salvation Army, Boys and Girls Clubs, Northwest Children's Home and many others. Public Service was a key industry ingredient for Bolland in the broadcast communities he served throughout his career.

The Northwest Integrity Housing Co mission of building affordable, sustainable communities throughout the West is a natural fit. He's spent his life directly involved with building and supporting communities; their businesses, non-profit organizations, civic events and their people.

Mark attended Lewis-Clark State College and Boise State University.
